Local Governments demand a more active participation in the definition and implementation of development cooperation strategies
17/11/2009

The new development cooperation policies can represent an opportunity for local governments, though at the same time bring about a serious risk of recentralization of aid resources and eventually can imply a backward movement in the decentralization processes. It is necessary to promote an improved articulation between national and local strategies, which entails a “localization” of the aid effectiveness agenda and direct accessibility for local governments to funding resources.

At the UCLG World Council in Guangzhou, China on 13 November 2009, the Position Paper  Aid effectiveness and Local Government – understanding the link between governance and development, outlining this role, was unanimously adopted.
